THURSDAY, OCTOBER 11, 1984 International Prime Minister Shimon Peres will press next year to secure a dramatic increase in American grants to Israel, from the current level of $2.6 billion to more than $4 billion annually, according to Israeli officials. Administration officials said Israel is already the largest beneficiary of American aid, not only this year but throughout the history of the foreign aid program. (Page A1, Column 4.)

John Mattke, an unseeded American ranked only 225th in the world, upset top- seeded Andres Gomez of Ecuador today, 6-4, 3-6, 7-6, in the second round of the Japan Open tennis tournament. Gomez is the world's fifth-ranked player. Mattke, a Minnesotan, has won one tournament, a satellite event, since turning professional last winter.

When Governor Kean called Gary Saul Stein early Monday to offer him a seat on the New Jersey Supreme Court, the 51- year-old lawyer marked the occasion later by going out and playing two sets of tennis. His duties since 1981 as Director of Policy and Planning have all but kept Mr. Stein, once ranked by the Eastern Tennis Association, off the tennis court. Instead he has been in the center of efforts to end prison overcrowding, create a stable financial source for transportation and develop the state's new science and technology program.
