W Ger state govt officials rept Mrs K Bixler, an Amer student in Heidelberg, has been ordered to leave W Ger in 3 wks for working on a newspaper, called Fight Back, which is opposed to US Army; according to Amer intelligence sources, US Army mil intelligence agents have been investigating Fight Back and spying on its organizational meetings for several mos; paper charges role of Ger authorities in case is that of puppets for US mil policy makers'; US Army hq in Heidelberg says it cannot answer question whether US intelligence provided data on Bixler's activities to Ger authorities for whatever action they might consider appropriate; Fight Back lists Nancy Smith as its publisher student U Tichy issues statement charging mil surveillance of paper's activities
