US Sup Ct, 5-4, rules that Cong immunity does not prevent grand jury from asking Sen Gravel or his aides certain questions about his version of Pentagon papers, or where he obtained papers; decision is written by Justice White, who is joined by Chief Justice Burger and Assoc Justices Blackmun, Powell and Rehnquist; at issue is 'speech or debate' clause in Const; White says that clause covers Cong aide as much as it does Cong member, insofar as aide's conduct would be immune legis conduct if performed by Sen himself; says clause does not give Gravel or his aide immunity from testifying before grand jury about arrangements for pub of 'Sen Gravel edition of the Pentagon Papers'; says Gravel and aide Dr L Rodberg could be questioned by grand jury on questions 'relevant to tracing the source' of Pentagon documents as long as no legis act is implicated by questions; Justice Brennan, in his dissent, contends that majority's decision 'so restricts the privilege of speech or debate as to endanger the continued performance of legis tasks that are vital to the workings of our Dem system'; Gravel issues press release that says ct's decision 'may be the death knell for an informed and vital Cong'
