W Safire article on how to protect individual's right to privacy and at same time defend public's right to know describes varying coverage given to recent incidents involving HR Ways and Means Com chmn Wilbur Mills and to Mrs Joan Kennedy; says Mills is now butt of jokes while gen reaction to Mrs Kennedy was properly one of sympathy; says reason usually advanced for invading privacy of public people in Washington is that the nearer a politician approaches great power, the more respectful of respectability he should be and that he should be more prepared for probes into his potential weakness; say editors who buried or ignored Joan Kennedy story were right, since she does not represent herself as candidate and there is no 'public right to know' her problems; holds Mills story deserved coverage, but not 'whoopdedo' it received; concludes that press has right to publish or broadcast nearly anything, but with that goes obligation to weigh need for exposure against right or privacy

Chilean Govt spokesman says on Oct 16 that NY Times correspondent Jonathan Kandell was denied permission to enter country because of his 'tendentious' dispatches in previous visits; Under Sec of Interior Enrique Montero says that decision to ban Kandell had been reached some time ago; Washington Post correspondent Joseph Novitski had also been barred from returning to Chile, but ban was lifted after he provided satisfactory explanations
