Atty Gen William B Saxbe, in memo issued to Govt agencies on Sept 2, urges all agency employes to check with Justice Dept before talking to newsmen and public about pending ct cases; says Govt cases may be dismissed if publicity, for which Govt is responsible, irreparably prejudices trial atmosphere; spokesman Mark Sheehan repts Saxbe issued memo because there was no clear directive to other agencies as to what they could and could not say about litigation
