South African investigating commission looking into South Africa's $74 million public relations scandal reports that Government of South Africa invested more than $11 million through conservative Michigan publisher John P McGoff in his unsuccessful attempt to buy Washington Star, his purchase of Sacramento Union and his purchase of controlling interest in UPITN TV News; reports Government did not require McGoff to repay much of loan and it finally incurred $6.35 million loss while McGoff wound up as major shareholder of Sacramento Union and UPITN TV News; McGoff is publisher of Panax Newspapers; according to report, South African attempt to take over Washington Star came after McGoff told some friends in Pretoria Government that newspaper was in financial trouble and that he could turn it into profitable enterprise; says that Les DeVilliers, official in South Africa's Department of Information, thought that Washington newspaper could do great deal for South Africa if it had positive attitude toward country (M)
