Law enforcement officials report Federal grand jury looking into allegations of corruption in newspaper and magazine distribution industry has focused on charges that union officials received kickbacks to permit delivery of interim newspapers during '78 strike of NYC's major dailies; investigation, by FBI and US Attorney's office for Southern District of NY, began with allegations that certain officials of Newspaper and Mail Deliverers Union extorted money from numerous wholesalers whose trucks deliver publications to retail outlets in NY, NJ and Conn; according to executives in newspaper distribution business, Douglas LaChance, president of deliverers union, and other union officers received cut for every copy of 3 interim newspapers distributed by certain wholesalers; LaChance has denied all allegations of wrongdoing; was suspected by some industry executives of deliberately endeavoring to keep strikes going at NY Times and Daily News after NY Post withdrew from joint negotiations; agreements for indirect delivery resulted in good business for at least 2 major distributors; Metropolitan News Company, which handled City News and Daily Press, and Weinberg News, which handled NY Daily Metro; LaChance por (M)
