LEAD: The AMR Corporation said it would spend about $50 million to develop San Jose, Calif., as an important West Coast hub for American Airlines. The company said the first phase of the hub would open on Dec. 2, with 86 jet and commuter flights a day to 19 cities. When the hub is fully developed by 1991, American and the American Eagle commuter airline will operate 175 flights a day to 52 cities from San Jose.
