Chicago Printers Reject Pact

LEAD: Union printers have overwhelmingly rejected a proposed contract with The Chicago Tribune and will continue their 31-month strike against the newspaper, union officials say. The vote Sunday by members of Chicago Typographical Union No. 16 was 284 to 51 against the proposed contract. The contract would have brought lifetime annuities of $500 a month to most of the striking printers, but it also would have meant that only a small minority would have kept their jobs.
