LEAD: A judge here has approved the $5.5 billion (Canadian), or $4.5 billion (United States), takeover of Dome Petroleum Ltd. by the Amoco Corporation. The judge ruled that the deal was fair to Dome's creditors and shareholders. Dome agreed to be acquired by the Amoco Canada Petroleum Company in 1987. The company's dissident stockholders had asked the court to reopen the bidding.
