The notices, given 52 weeks before the expected layoffs, are required by the collective bargaining agreement between the meatpacker and Local 22 of the United Food and Commercial Workers union.

LEAD: Hambros P.L.C., the international banking and financial services group, said it had bought Harry Roman & Company, a privately owned mergers and acquisitions group based in Los Angeles, for an undisclosed sum. Harry Roman should increase Hambros's offerings to its United States clients, the London-based banking group said in a statement.

LEAD: Northeast Utilities said it had arranged with a group of New England utilities to provide three months of additional short-term financing for the portion of the Seabrook nuclear project subject to default. The Seabrook project is a 1,150-megawatt nuclear plant on the New Hampshire shoreline, awaiting licensing from the Federal Government.
