LEAD: The Miami Herald became the oldest daily newspaper in town when The Miami News, a 92-year-old afternoon paper, died of circulation problems and neglect last month. But the demise of The News, its only English-language competitor, promises to have little effect on The Herald, which long ago won the battle for readers and advertisers, at least those who spoke its tongue.

LEAD: The Mitsubishi Metal Corporation said it would build a $250 million copper smelter in Texas City. The plant will employ about 250 people and generate an estimated $5 million annual payroll, the company said. The plant is expected to be in full operation in 1991 and will produce about 150,000 metric tons of copper a year.

LEAD: The McDonnell Douglas Corporation said China Eastern Airlines had agreed to buy five MD-11 jetliners in an order valued at more than $500 million. The MD-11 is a long-range, wide-bodied jet that is slightly smaller than the jumbo Boeing 747. Its main competitor is the Airbus A340, produced by the European consortium Airbus Industrie.

LEAD: The Hoechst Celanese Corporation, the American subsidiary of Hoechst A.G. of West Germany, said it would offer to acquire all the shares of Celanese Canada Inc. that it does not own in a deal valued at $210 million (Canadian), or about $175 million (United States). Hoechst Celanese owns about 56.2 percent of Celanese Canada and is offering to buy each of the remaining shares for $35 (Canadian), or about $29 (United States).
