LEAD: In an effort to speed up pedestrian movement in midtown Manhattan, a group of city officials will soon announce new regulations for newsstands. Their first effort, two years ago, would have closed down most existing stands and practically prohibited new ones. Ideally, the new rules would protect public access to the newsstands as well as sidewalk traffic.
