LEAD: The Sharp Corporation of Japan said it had developed a desktop facsimile machine that can transmit photograph-like full-color images. New I.B.M. Prices

LEAD: The International Business Machines Corporation said that it would raise prices 3 percent for many of its computers, 4 to 5 percent for selected printers and 10 percent for services and many of its software products.
