To try to win back advertisers, The Daily News is offering enticements that include ad rates that are about 25 percent lower than before the strike began, the newspaper's new advertising director, Les Goodstein, said yesterday. Mr. Goodstein, who was named vice president-director of advertising, replaces Robert Holzkamp, who will remain as a consultant during its transition to new management. Last Wednesday, the British publisher Robert Maxwell assumed ownership of The News.

Euro Disneyland, the $4.4 billion theme park being built east of Paris in a venture 49 percent owned by the Walt Disney Company, completed a $670 million financing today that experts said was one of the largest loan placements made during the Persian Gulf crisis. The 3.7-billion-franc long-term financing, which will be used to build five hotels with a total of 4,680 rooms and an entertainment center, was put together by 41 international banks.

Maxwell Is Set To Leave Post

A spokesman for Robert Maxwell confirmed today that Mr. Maxwell would step down as chairman of the Maxwell Communication Corporation, the public company he owns, after Mirror Group Newspapers, his privately owned media investment company, goes public. One of Mr. Maxwell's sons, Kevin Maxwell, is expected to move up from deputy managing director of Maxwell Communication to chief executive, according to British news reports that the spokesman said were accurate.

Hasbro-Tonka

Shareholders of the Tonka Corporation, a toy maker, voted to give voting rights to shares acquired by Hasbro Inc. under a tender offer. With the vote, all conditions of the Hasbro tender offer requiring shareholder action have been met, Tonka said. On Feb. 6, Hasbro, a toy maker based in Pawtucket, R.I., offered to buy Tonka's outstanding stock for $7 a share. Enough Tonka shares were tendered, and Hasbro is only awaiting acceptance of its offer to buy outstanding debt to complete the takeover. Hasbro had set a deadline of midnight Monday for tender of subordinated debt. At Tonka's request, Hasbro extended the deadline to 8 A.M. April 9. The extension is the last one that Tonka may request under the terms of the merger agreement.

Bass Stake Is Cut

Members of the Bass family said they had reduced their holdings in the First Executive Corporation to 4.9 percent. In a filing with the Securities and Exchange Commission, the Bass group said it had sold a total of 650,000 depositary preference shares and 60,000 convertible shares. First Executive, a Los Angeles insurance holding company, has been troubled by the falling value of its investments, a substantial portion of which are high-risk "junk bonds."

Phone Study In Canada

Twenty-five United States companies have attained about a 2 percent share of Canada's long-distance telephone market, estimated at about $6 billion, according to a study. The United States companies, known as resellers because they buy long-distance time from carriers and resell it, were not expected to reach the 2 percent level until 1994, according to a recent Bell Canada study.

Earnings Flat At Southland

The Southland Corporation said today that soft sales kept its earnings essentially flat for the fourth quarter of 1990 and for the year that ended on Dec. 31. The company, the parent of 7-Eleven stores, was in Chapter 11 bankruptcy reorganization during the last quarter of the year. In the quarter, it earned $1.5 million, or 4 cents a share, compared with a loss of $1 billion a year earlier.
