MARTIN S. GOTTLIEB, the special-projects editor on the Metropolitan Desk of The New York Times, will become the managing editor for news at The Daily News, it was announced yesterday by MARTIN DUNN, The News's editor in chief. Mr. Gottlieb will start his new job on Monday. Mr. Gottlieb, 45, a former editor in chief of The Village Voice, has been a reporter and editor on The Daily News and has also been a visiting professor and lecturer in journalism at Columbia University, the University of California at Berkeley and New York University.

Time Says Photographs of Moscow 'Child Prostitutes' Were Staged

The editors of Time magazine have determined that several photographs published in June purporting to show child prostitutes in Moscow were staged. The photographs, whose authenticity was questioned soon after their publication, have set off an intense debate over the ethics of photojournalism and have cast a spotlight on the way major news organizations obtain and verify photographs.

After months of turmoil, The New York Post begins a new lease on life under the stern golden hand of Rupert Murdoch today, starting with the assembling of a new editorial and business staff to replace members of the Newspaper Guild of New York, whose strike fell apart last week. At the request of the defeated guild's leadership, John Cardinal O'Connor appealed to Mr. Murdoch yesterday to be fair to 287 guild members -- reporters, editors and advertising and circulation staff -- who lost their jobs in the climactic confrontation, and may or may not be rehired.

Four weeks before Election Day, the race between Mayor David N. Dinkins and Rudolph W. Giuliani remains a tossup. Fewer than half of voters trust either candidate to deal with New York City's problems and nearly half are concerned that each might make serious mistakes, according to the latest New York Times / WCBS-TV News poll. In a bitter rematch between two well-known contenders, the electorate is strikingly unenthusiastic about both. Just 38 percent of voters expressed a favorable opinion of the Democratic Mayor, while a scant 31 percent had a favorable view of his Republican-Liberal challenger. About as many voters viewed each candidate unfavorably as viewed him favorably.

Tanks and troops loyal to President Boris N. Yeltsin today crushed an armed uprising by his opponents with a potent show of force that left their white riverside stronghold battered and in flames. The Parliament building, known as the White House, was shaken by huge explosions from 125-millimeter shells fired from T-72 and T-80 tanks. As crack airborne troops conducted a floor-by-floor assault, hundreds of legislators, defenders and supporters began filing out of the building shortly before 5 P.M. Their leaders followed at 6 P.M. (11 A.M., Eastern time).

GENCORP TO TAKE A CHARGE FOR ACCOUNTING CHANGES

Gencorp Inc., based in Fairlawn, Ohio, said yesterday that it would take a charge against earnings after taxes of between $170 million and $195 million for accounting changes involving retiree health benefits in the first quarter of the fiscal year starting on Dec. 1. Gencorp makes aerospace and military systems, automotive components, polymer-based products and tennis equipment.

SHARES OF METRICOM CLIMB 28.6% AFTER INVESTMENT

Shares of Metricom Inc. surged 28.6 percent after Paul Allen, co-founder of the Microsoft Corporation, bought a 13 percent stake in the company. Mr. Allen's investment company, Vulcan Ventures Inc., based in Seattle, purchased 1.17 million of Metricom's common shares for $17.5 million and acquired 408,333 warrants to buy the company's stock at $20 a share. Shares of Metricom rose $4.50, to $20.25, in Nasdaq trading.

WASHINGTON BANCORP SAYS IT HAS AN UNSOLICITED OFFER

Washington Bancorp, based in Hoboken, N.J., said yesterday that it had received an unsolicited acquisition offer from a company whose identity it would not disclose. Shares of Washington Bancorp soared after the announcement, rising $4 a share, to $11.50, in Nasdaq trading, where the 53.3 percent gain was the biggest of the day.

Carlsberg Deal in India

United Breweries, India's largest brewer and distiller, has signed a memorandum of understanding with Carlsberg A.S. of Denmark to produce Carlsberg beer in India, United's chairman, Vijay Mallya, told shareholders today. The beer will be produced at Taloja in the state of Maharashtra, where the Indian company is setting up a $10.3 million plant. Carlsberg and United Breweries will have equal stakes in the joint venture.
