The issue is so sensitive that diplomats have tiptoed around it for years, but at the end of a three-day trip to China, Mr. Gingrich said he had bluntly stated how the United States would respond. Chinese leaders offered no public comment, and a Clinton Administration official said Mr. Gingrich ''was speaking for himself.''
